Job Vacancy: Qualitative Research – Political Economy Analysis Consultant

Maximum Level of Efforts: 35-45 days

Base of Operations: Addis Ababa and 2 regional hubs (to be determined)

Number of Consultants: 2-4 (Preference given to consultants who have experience working together)

Creative Associates International is seeking local consultants to support the implementation of an Applied Political Economy Analysis (APEA) for the Ethiopia Civic Engagement (ECE) project. The consultants will work with an international expert and a team of local consultants to conduct a problem-based APEA. The analysis will have a national and regional scope, focusing on issues identified through citizen surveys. The consultants will guide the methodology, conduct analysis, develop reports, and present findings to USAID.

Tasks and Responsibilities:

  • Participate in kick-off meetings and training on APEA methodology.
  • Design the focus of the APEA, develop research design, terms of reference, and data collection tools.
  • Identify key stakeholders at national and local levels.
  • Set up interview schedules and conduct interviews.
  • Gather and review relevant secondary materials.
  • Oversee and manage the data collection process.
  • Code transcriptions and participate in data analysis.
  • Present key findings and recommendations in internal project meetings.
  • Prepare a cross-region and regional report with analysis and recommended approach.


  • Degree in Sociology, Anthropology, Journalism, Political Science, or relevant field.
  • Proven experience in social research, qualitative analysis, transcription coding, and analysis.
  • Skills in political-economic analysis or similar evaluation frameworks in Ethiopia.
  • Strong written and verbal communication skills.
  • Experience using qualitative data analysis software.
  • Experience working with government authorities, civil society organizations, and communities in Ethiopia.
  • Fluency in English and Amharic (knowledge of other Ethiopian languages is encouraged).
