Position 1 : Monitoring and Evaluation Specialist – Afar

Job Summary:

The M&E Specialist based at the field office level is responsible for organizing and coordinating the collection, compilation, consolidation, and survey of data. They establish and ensure a better data management system and generate data for reporting and informed decision making. This position is technical and within the Data hierarchy focuses on activity, output, and immediate outcome data at a field office level.

Responsibilities and Tasks:

  1. Data Collection and Reporting-40%
  • Respond to data and project information requirements from Project Managers, Sector LDM Managers, Sector Coordinators/CoP, and PQL Impact Measurement Advisor timely.
  • Organize periodic ongoing field office level review, reflective practice, evaluation, and progress monitoring events by involving communities and local partners.
  • Support the implementation of the LDM strategy in the Field office & ensure partners and their staff understand the strategy in line with LDM Managers and other M&E staff and HO level within the sector units.
  • Ensure that the LDM strategy is monitored and reviewed bi-annually to make changes based on regular staff, partners, and stakeholders’ reflections and lessons learned.
  • Organize panel monitoring and/or other events to ensure forward accountability, with relevant stakeholders including communities and ensure their dissemination to concerned parties.
  • Support the FO/project management in ensuring compliance to CARE’s program principles, LDM/project standards, and Global Program Data Requirements e.g., PIIRS
  • Work closely with PQL staff and field-based teams to ensure quality in program/project design and implementation.
  1. Monitoring, Evaluation, and Reporting: 30%
  • Designs, reviews, develops and continuously updates monitoring and evaluation tools and systems of the projects under SRH portfolio.
  • Maintain M&E systems compiling and analyzing routine project data.
  • Assist the field level community participatory monitoring and evaluation.
  • Participate in project evaluation and different project assessments.
  • Collect case studies, success stories, and share with internal and external audiences.
  • Ensure the field office M&E officers/specialist to conduct quality control tests on all incoming data.
  1. Training and Capacity Building -20%
  • Contribute assessing, planning, organizing LDM related capacity building workshops/trainings to staff and implementing partners.
  • Compile and share project-related data among head and field office staff.
  • Coach and mentor, the field office M&E officers/specialist and other staff on how to handle project database.
  1. Other Duties- 10%
  • Perform other duties as assigned.

Qualifications (Know How):

A) Education/Training

  • Required: Bachelor’s degree in epidemiology, Biostatistics, Statistics, Social Science, public health, or other related fields.
  • Knowledge of statistical software.
  • Desired: Master’s degree on the above discipline

B) Experience

  • Required: 4 years of relevant experience with the first degree OR 3 years of relevant experience plus a post-graduate degree.
  • Desired: NGO experience.

C) Technical Skills

  • Required: highly organized, attention to detail and analytical skills. Computer skill particularly Microsoft Word, Excel, Power Point. Good oral and written communication and interpersonal skill.
  • Desired: Utilizing programming and statistical software to compile data and information for various systems, and knowledge of basic PME and research tools. Exposure in developing and/or maintaining database using like MS Access, etc.

Position 2 : Gender and Livelihood Specialist

CARE Ethiopia is seeking a Gender and Livelihood Specialist for the UPLIFT HER project based in Afar to oversee planning, implementation, monitoring, and documentation of gender and livelihood interventions at the field office level. The ideal candidate will have a BA degree in Gender, Social Sciences, Livelihood, Business, Economics, Nutrition, Food Security or equivalent combination of education and work experience, with 4 years of relevant experience or 3 years of relevant experience plus post-graduate degree of progressive responsibility relating to gender, livelihood, economic development.

Responsibilities and Tasks

  • Plan, implement, and monitor gender and livelihood components of UPLIFT HER project
  • Conduct regular assessment and analysis of gender norms and relations in operational areas
  • Liaise with government partners and project stakeholders to ensure quality implementation of CARE approach in gender and livelihood, social analysis, and action (SAA), village saving and loan association (VSLA) and FFBS
  • Provide technical input for project baseline studies, annual reviews, and final evaluations
  • Offer capacity building plan and training material development for staff, sub-grantees, government partners, and community on gender strategy, guidelines, and methodologies identified to integrate and address gender issues
  • Facilitate linkage of target households with private sector to engage them in the appropriate livelihood pathways to ensure health diet and resilience
  • Keep up-to-date with developments in gender and livelihood initiatives, including best practices in-regionally, zonally, and woreda
  • Prepare required reports that convey the gender and livelihood program component’s progress towards achieving best practices and impact in the targeted communities

Qualifications (Know How)

  • BA degree in Gender, Social Sciences, Livelihood, Business, Economics, Nutrition, Food Security or equivalent combination of education and work experience
  • 4 years of relevant experience or 3 years of relevant experience plus post-graduate degree of progressive responsibility relating to gender, livelihood, economic development

Position 3 : Adolescent Sexual Reproductive Health and Nutrition (ASRHN) Team Leader

CARE Ethiopia is seeking an Adolescent Sexual Reproductive Health and Nutrition (ASRHN) Team Leader to provide leadership, coordination, and supervision of interventions and staff in the Uplift project in the Afar field office. The ASRHN Team Leader will be responsible for project planning, implementation, and quality assurance for all adolescent SRH and nutrition activities in the area. They will report directly to the Program Manager and work closely with other advisors in the HER unit, managers, and project staffs to ensure program quality and impact.

Responsibilities and Tasks

Technical Leadership for Planning and Implementation of Project Activities (30%)

  • Facilitate and ensure that the plan at zone and woreda level is prepared with full participation of the project team, community, and partners.
  • Ensure that planning and implementation of the project activities are in accordance with the program principles, approaches, and procedures of the organization.
  • Make sure that Gender and accountability specialist and M&E specialists have their plans broken down to annual, quarterly, and monthly basis.
  • Support the development of Woreda and PA level plan including the activities of adolescent SRH and nutrition aspects as being integral part of the plan at Woreda.
  • Ensure that policy learning and advocacy related to women empowerment are incorporated at all levels of the projects’ planning and implementation and from woreda to PA/village level.

Monitoring and Supervision and Capacity Building (25%)

  • Coordinate need assessment of zone and woreda partners, PA, and village level community institutions, for the capacity building in relation to the project’s implementation strategies, methodologies, and activities.
  • Organize and facilitate joint participatory monitoring programs with the zone, woreda partners, Kebele steering committee members and community groups, both technical and management bodies, document lessons and provide feedback to the project office.
  • Conduct regular supervision and closely work with the field workers on site.

Learning, Design, Measurement (LDM) and reporting (20%)

  • Support the project LDM manager in design, develop and continuously update project monitoring and evaluation tools and systems.
  • Develop and maintain monitoring and evaluation information management system for the Projects.
  • Collects monthly and quarterly performance reports from Concerned offices and relevant project staff.
  • Prepare monthly, quarterly, and annual reports of the projects.

Partnership, and Networking (10%)

  • Establish and maintain productive relationships with subgrantee and partner organizations working with CARE.
  • Establish and maintain productive relationships with government offices, non-government organizations, and expert institutions and draw different experiences to be shared with project staff.

People Management – Staff Supervision, Coaching and Team Building: (10%)

  • Supervises project officers, give technical and management support.
  • Conducts performance objective setting, review, and appraisal of the employees under his/her supervision according to the policy of the organization.

Other Duties as Assigned (5%)

Perform other duties as assigned.



  • BSC/BA degree in sexual and reproductive health, Public Health, nutrition, health or equivalent combination of education and work experience


  • 4 years of relevant experience with the first degree and 3 years of relevant experience plus post-graduate degree in community participatory project implementation preferably on Adolescent SRH and nutrition or related activities.

Technical Skills

  • Supervisory skill.
